Vladimir Putin is
President
in name, but his power and political demeanor are much more like the Russian Tsars of old. This makes him a coldly antagonistic presence to most foreign dignitaries who grace his presence, which makes sense, as Russia's national interests rarely overlap with those of modern, democratic powers. As such, foreign leaders who meet with Putin are often inconvenienced, even threatened, in subtle but calculated ways. As time has gone on, governments have learned to anticipate these power plays, but some continue to play right into Putin's hands, at least one-on-one.
